In six chapters James Rolfe analyses the defence policy system in detail. He describes the organisation of defence, discusses the evolution of the policy-setting parts of the organisation, and then concentrates on the processes used to make policy decisions and the factors that policymakers consider to be important. The book employs examples from a wide range of issues and events of the last 20 years and includes details on alliance relationships and how they are managed, troop deployments and the background to equipment decisions. This is the first study of New Zealand's defence policy system. It is completely up to date and the arguments in it are pertinent to current debates about the necessity for defence and defence capabilities
